The cruise ship Neptune is hi-jacked by the Nazi-like private army of General Sodom, while agent Margo Lane is on board. She's able to send out an urgent SOS to agent Burbank, and The Shadow comes to their rescue. Takes place after the outbreak of World War II in Europe in 1939, but before the bombing of Pearl Harbor in 1941.
