Plastic Man goes up against Madam Brawn's Crime School for Delinquent Girls, which leads a campaign to take over the protection racket in Windy City. Eel O'Brien manages to wiggle his way into the racket, but Plastic Man gets tied into knots before subduing the Madam. After Brawn manages to escape, Plas grants her leniency, but she vows to get revenge.
