After their adventure in California, Plastic Man and Woozy Winks return to New York City only to find that homeless people from all over the country are arriving to the city and gathering in Central Park for unknown reasons. The city's mayor hires the now-famous heroes to investigate the case as mysterious robots and aliens threaten the city.
