EARTH--WITHOUT A JUSTICE LEAGUE On Earth-Two, Johnny Thunder is being called to a meeting of the Justice Society of America, when calling the Thunderbolt to make amends as they have not been on good terms in recent years. When the Thunderbolt tells Johnny that it intended on visiting Earth-One if he hadn't called him, Johnny becomes curious of that reality, and what his counterpart in that reality would be like. Ordering the Thunderbolt to take him to Earth-One, he meets his Earth-One counterpart who is a petty crook. Before Johnny can do anything, his evil counterpart knocks him out and has the Thunderbolt commit crimes for him. When the Flash stops the Thunderbolt's crime spree prompts Earth-One Johnny to order the Thunderbolt to go back in time and prevent the creation of the members of the Justice League from becoming super heroes. In preventing the Justice League members from ever getting their powers creates a new universe which Johnny dubs Earth-A (For "Alternate"). While on Earth-Two, the Justice Society begins to worry about Johnny being late for their meeting. Using his crystal ball, Dr. Fate locates Johnny on Earth-A, prompting the JSA to go there. There they battle Earth-One Johnny and the Thunderbolt, Johnny order the Thunderbolt to kick the JSA out of that reality. Returning to Earth-One, the JSA wonder where the Justice League is and begin to learn the truth. Deciding to setup a base in the location of where the Justice Leagues headquarters would have been, the JSA decides to take on the guise of various Justice League members to confuse Johnny. To that end, Dr. Fate appears as Superman, Mr. Terrific as Batman, Hawkman as the Martian Manhunter, and Flash, Atom, and Green Lantern disguise themselves as their Earth-One counterparts. Battling the Thunderbolt again, the JSA manage to confuse their opponents to gain the upper hand in battling the Thunderbolt. Johnny and the Thunderbolt retreats, and begins his next idea: Breaking his best men out of the prison, he has the Thunderbolt take them back in time and gain the powers of the Justice League. Creating his own evil-versions of Superman, Batman, Martian Manhunter, Flash, Atom, and Green Lantern. Having the Thunderbolt change the JSA back to their original forms, he challenges them to defeat his Lawless League.
