Synopsis

THE FACE OF THE STAR-TSAR! When Dr. Light discovers the location of one of the Justice League's transporter stations, and gains access to the satellite headquarters, his attack is spoiled by the Privateer's interference.  The JLA heroes are unable to prevent the villain's escape, and before they can act further, they and the Privateer are drawn into battle with a mysterious new criminal called the Star-Tsar.  Overcoming his Star-Lord henchmen, the heroes are astonished to discover Snapper Carr at the site.  They suspect their former honorary member of being connected with the new villain, but before they can question him satisfactorily, they are again engaged with Dr. Light, who traps them using his Spectriminator weapon.  The heroes are freed through the efforts of Green Lantern and the Star-Tsar (who considers Dr. Light an enemy, since their plans for world conquest are mutually exclusive).  Dr. Light is defeated and captured, as is the Star-Tsar, who is unmasked as Snapper Carr.
