Synopsis

"Predator Part 1" After a dangerous sexual predator, Charles Hauke, is released for the second time, an informant reveals to Black Canary that Hauke has every intention of re-offending. Elsewhere, an enraged mother digs a sniper rifle out from under her bed. Dinah is disgusted that Haukes has been released, and explains to Oliver Queen that she has to do something about it. At the same time, Lieutenant Cameron of the Seattle Police decides that he has to do something as well. As Green Arrow, Oliver has another informant tell Dinah what he knows about a crack-shot woman going around with plans to kill Haukes. Neither Oliver nor Dinah is sure of whether to stop the woman, or let her kill the dangerous predator, but Dinah is more inclined to save the woman the jail sentence that would follow by preventing her. Oliver suggests that she keep an eye on Haukes while he seeks out the shooter, and stops her from killing him. Meanwhile, Haukes prepares a van with which he plans to catch and abuse victims. Atop a hill, nearby, the shooter sets up her rifle, and waits. Eventually, Haukes leaves his home and asks the officers on stakeout outside for a ride to the movies. The shooter takes the opportunity to train her weapon on Haukes' head. It is revealed that she is the mother of one of Haukes' victims. As she prepares to shoot, Oliver looses an arrow.
