Lord Oblivion reprimands Holocaust for not defeating the Elementals, as this is a setback in his invasion strategy. The second stage of the Oblivion War starts as multiple orb carriers descend to three locations: Cayman Islands, Tibet, and Montana. Monolith, Fathom, and Vortex head towards Montana. They stake out the newly constructed paranormal penitentiary as that is the most likely target. Indeed they are right, as they must stop the eight powerful alien invaders from releasing any of the superhuman criminals.
