TK Selina Kyle returns the gun she stole from Gigo's Auto Repair, to the owner. In exchange, she asks for explosives, which she considers more portable. She is told to return on Friday and leaves while being watched by a figure hidden in the shadows. Mayor Dickerson meets with Captain Rosetti, who has come to ask for a favor. He wants Dickerson's help directing the governor's investigation into the death of the Cinque Center inmates, which he blames on Director Norsing. Dickerson agrees to point his good friend the governor towards Norsing. Dickerson's secretary Marcie then shows Commissoner Gordon in for his ten o'clock appointment. Dickerson says he was unhappy with the way the GCPD handled Fluffy Meeks's funeral, and when Gordon defends their work, Dickerson tells Gordon to "leave Catwoman alone" and redirect all resources to catching the lunatic that shot up Fluffy Meek's funeral. Later, at lunch with his daughter Barbara, Gordon expresses the opinion that the mayor was faking how angry he was. Neither can believe that Dickerson would pull detectives off the Catwoman case when she previously kidnapped the commissioner. Barbara insists Gordon has to keep on Catwoman, who could have killed her father, but Gordon thinks that's what the mayor wants--if he disobeys this order, Dickerson will have an excuse to get rid of him. He decides to put Catwoman on the back burner until he figures out what Dickerson is up to. There are people who are much more dangerous than Catwoman out there. Gordon returns to the GCPD where Detective Marchak tells him they picked up Catwoman on a vagrancy charge. Gordon runs to find an old woman named Maria wearing Catwoman's former purple costume. Maria claims a "stupid Deezee woman" threw it out along with lots of other clothes. Gordon asks Detective McNeely and Detective Montoya whether they have any new leads on who shot up the Meeks funeral. Montoya thinks there might be some kind of political motivation, but otherwise, no. Gordon tells them to focus on that and "the Sumatran rat thing," but they are to discontinue investigating Catwoman until further notice. When he's gone, Montoya decides that Gordon didn't mean for them to really stop investigating Catwoman, only to focus on the Meeks shooting. They have Maria right here, claiming she saw Catwoman throwing away her old costume... They might as well ask her a few questions and do a photo lineup, including a picture of Selina Kyle. Outside the GCPD, Detective Marchak and his partner Detective Belivell are buying hot dogs from a cart run by Ismael, who warns them of an Original Children plot against the police. They plan to steal a truckload of explosives meant for a construction project in Burnley and use them to blow up cops until they get the one who shot up Meeks's funeral. Marchak, Belivell, and a SWAT team try to prevent the hijacking, but they're hindered by Catwoman, who has come for her delivery, and the Banner, who is driving the truck. The Original Children immediately identify the Banner as the cop who shot up the Meeks funeral, but he disclaims being a cop. The Banner and the Original Children fire at each other as the police attempt to arrest them. Catwoman takes her chance to take the truck, but Marchak pulls her out and the two fight. She knocks Marchak down, but the Banner escapes with the explosives. The two remaining members of the Original Children are arrested. Later, Catwoman calls Dickerson and says she thought she made it clear that she wanted him to call off the cops. Dickerson assures her the explosives truck job had nothing to do with her, but Catwoman tells him that isn't what his "goons" Marchak and Belivell said. Catwoman tells Dickerson to look outside and tell her what he sees--as his car explodes.
